CustomTools licensing supports Network- and Standalone license. The Standalone license does not require any network connection while the Network license requests key data from the license server

Each workstation and license are attached together.
Different major versions of CustomTools could be used by the same license but, every activation of the license reserves one license from your license pool no matter which major version of CustomTools is installed in the workstation.
Example:
Let's assume that the environment have two (2) standalone licenses. Those two licenses are activated by workstations A (CustomTools 2012) and B (CustomTools 2013). Then, environment gets a new workstation C that has CustomTools 2013 installed.
Workstation C (CustomTools 2013) cannot activate its CustomTools license because all licenses from the pool of two standalone licenses are already activated and in use by workstations A and B.
